Bill Would Ban Buying Cigarettes For Kids

When state Rep. Scott Krug discovered it is legal in Wisconsin for adults to purchase some cigarettes products with the intention of giving them to children, he was shocked.

"It was really surprising to me that that aspect had not been addressed yet," said Krug, a Republican from Wisconsin Rapids, who previously worked with the state Department of Corrections.

Krug is one of two central Wisconsin legislators to officially lend their support to a bill that would prohibit adults from purchasing any cheap smokes product with the intention of giving it to a child.

State Sen. Julie Lassa, D-Stevens Point, co-sponsored the bipartisan bill.

While state statutes prohibit adults from purchasing discount cigarettes for children, they do not include other cheap cigarettes products, such as dissolvable strips, sticks and pellets and roll-your-own forms, many of which now come in brightly colored packaging with candy flavors, said Dot Kalmon, coordinator of the Central Wisconsin cheap cigarettes Free Coalition.

"I do think it's a good idea to prohibit adults from distributing any kind of cigarettes products to youth," Kalmon said of the legislation. "Young people are still developing, and they can become addicted more quickly than adults."

However, in some cases, the legislation appears to be a formality, said Dave Wille, central Wisconsin coordinator for the Wisconsin Wins program, a statewide initiative designed to keep buy cigarettes out of the hands of minors.

Some local municipalities already have ordinances that mirror state regulations, only they apply to all forms of cheap cigarettes products, Wille said.

"This is definitely a good, positive thing, but there are other things the Legislature can do in this area," he said.

For example, requiring stores to put all cigarettes products behind the counter and taxing those products equally regardless of their form would go a long way toward protecting people from the dangers cigarettes can pose to a person's health, advocates said.

Although his campaign focused heavily on the promise of not raising taxes in general, Krug said he would consider supporting legislation to equalize tax rates for all cigarettes products -- or even ban some products altogether.

"When it comes to public safety, those are things that I might look to make an exception for," he said. "It's more of a public safety issue than it is right or wrong, rich or poor."
