It could be lights out for smoking cigarettes at the city's parks and beaches as the city's Recreation Commission on Tuesday heard arguments against allowing the activity at those venues.
The commission merely gathered information Tuesday but could take action at a future meeting. Councillwoman Tracy Carroll said she will make a report of the meeting at the upcoming City Council meeting, but won't make a motion until seeing what the commission does at its next meeting.
Members of the commission appeared willing to consider some type of action, but whether that could lead to an ordinance where violators have to cough up cash is up in the air. Some communities have merely passed resolutions or policies against smoking cigarettes that are advisory, but not enforceable.
"I really think we should enforce it," said Carroll's 17-year-daughter, Austin.
Austin Carroll spoke of how as an exchange student in Italy she quickly began showing ill effects from being exposed to large amounts of secondary smoke. She said in Vero Beach she sees a lot of smoking cigarettes at such locations as Jaycee Park and outside Indian River Mall, including some smokers who may be underage.
Recreation Commission member Daniel Stanley, however, suggested signs telling people not to smoke cigarettes at the beaches and parks might be enough without fines.
Before Austin Carroll spoke, 18-year-old Lauren DeFalco and her sister, Genna, addressed the issue as representatives of Students Working Against cheap cigarettes (SWAT). They spoke of how seeing adults smoking cigarettes in the parks could influence youth to pick up the habit and talked of how they lost their grandmother from the effects of smoking cigarettes. They also talked about the large amount of cigarette-generated litter.
In a three-hour period visiting seven parks, they said they found 500 pieces of cigarette litter. The majority was in sand where children could get to the litter, they said.
Recreation Director Rob Slezak acknowleged that city workers "pick up a ton" of online cigarettes butts.
No-smoking cigarettes signs have already been put in place at various parks in Indian River County and Sebastian, including Riverview Park, but they are considered advisory and don't carry any enforcement component.
Darlene Burton, with the Department of Health, said her organization will provide such signs free and provided some examples of the types available. Burton noted she was just providing information and not advocating any position.
Recreation Commission member Debbie-Kay Whitehouse said the commission could consider a number of policies. She noted some of the signs say no smoking cigarettes, while others prohibit any cigarettes online products. Burton said some places have designated areas where smokers can go when visiting public parks or beaches.
Commission Chairman Richard Yemm said one doesn't really need to smoke cigarettes in the presence of people who don't smoke, especially children. At the same time, he said police have not received complaints about the practice and said there is the question of "how much do we want government to govern?"
